Local Fund Agent (LFA) for the Global Fund to Fight AIDS, Tuberculosis and Malaria Guinea-Bissau, Senegal and Togo

The Global Fund does not have offices in the countries he supports. Instead, all staff are based at the Secretariat in Geneva, Switzerland. To serve as our eyes and ears on the ground, we rely on independent organizations in each country known as « Local Fund Agents. » The LFA is an external entity to the Global Fund with which it contracts to:

assess the ability of grantees to implement programs;
analyze results and data reported by grantees;
and provide independent advice on matters related to the award of funds.

The services provided by our staff are:

Work performed prior to program implementation: principal recipient assessment and review of grant contract negotiation documentation; recommendation for first disbursement.
Implementation verification: Review of ongoing progress and recommendations for disbursements; site visit for data verification; review of quarterly and annual reports.
Grant Closure: review of the closure plan; review of the final audit and final programmatic and financial report.

Our firm was LFA for Guinea-Bissau, Senegal and Togo.

Independent Verification Agency (IVA) of the Health Nutrition Financing Project Senegal

With the financial support of the World Bank, the Government of Senegal has extended the Results-Based Financing (RBF) scheme to four new regions. The objective is to improve the performance of health districts in the areas of maternal and child health and disease control.

For a duration of four years, our mission covered three regions Kaffrine, Kedougou and Tambacounda, and accomplished the following:

Verification and cross-checking of RBF data on quantitative and qualitative indicators.
AVI monitors the data reported by the health facilities. This control includes a verification stage and a cross-checking stage The verification is quarterly and consists of comparing the results declared by the health facilities with their records. The AVI is also responsible for randomly selecting patients to verify the reality of the services provided by the community-based organizations (CBOs). The qualitative verification consists of an audit of the health facilities based on a quality checklist.
Verification of RBF-demand data : As part of the verification of RBF-demand data, AVI verifies that the health facility registers the existence of the woman who is the beneficiary of the lump sum payment and the service she received.

This mission is carried out in consortium with AEDES Belgium and Hodar-Conseil as lead partner.
